Clear expectations. Better service.
Terms and Conditions · Using PASS responsibly, from your first draft to your certificate.
Last updated: October 10, 2026Purpose and scope
These terms govern use of the Pre-Marriage Appointment Scheduling System (PASS) for online applications, saved drafts, appointments and related counseling records. They apply alongside the Privacy Policy and applicable Philippine law. The administering office is Provincial Population Office in San Enrique, Iloilo.
Using the online service does not waive your statutory rights or replace the office’s responsibility to assess applications lawfully. Contact the office for help if you cannot use the online workflow.
Applicants and accurate information
Use an email account you control. Encode truthful, complete and current information for both applicants, and review it with the other applicant before submission. Do not submit another person’s details without proper authority or consent where required. You are responsible for keeping your mailbox, verification codes and downloaded records secure.
Marriage eligibility and document requirements are determined under applicable law by the responsible authorities. PASS registration alone does not confirm legal capacity to marry. The office may ask for verification or supporting documents through its authorized service process.
Email access, drafts and submission
An email code allows access to the application associated with that registered email. Save data stores an incomplete draft. Save and Proceed opens the review and appointment-selection step. A draft neither submits the application nor reserves a slot.
A slot is reserved only after successful final submission. Submission locks applicant editing. Contact the office for corrections, cancellation or rescheduling; starting another application is not a substitute for correcting an existing one. Keep the QR appointment card and confirmation details.
Appointments and attendance
Available dates and capacity are managed by the office. A selected slot may become unavailable before submission. Confirm your final date and time on the success page. Arrive as instructed by the office and bring the QR card and any documents the office requests.
A QR scan identifies the submitted application. Staff must record attendance and separately confirm counseling completion. Checking in, downloading a QR card or submitting a form does not establish completed counseling. Contact the office if you are unable to attend or if a session needs to be changed.
Certificates and marriage licensing
After an authorized officer records completion, PASS can produce the counseling certificate, print it and attempt email delivery. Verify both names and certificate details; report errors to the office before using the document. The office may correct or reissue a record through its authorized procedures.
The certificate is evidence of recorded counseling completion, not a marriage license. Article 16 of the Family Code addresses counseling certificates in cases where parental consent or advice is required. The Local Civil Registrar and other competent authorities determine the requirements applicable to your case.
Do not alter a certificate, reuse another couple’s QR card or misrepresent attendance. A failed email does not undo a saved submission or recorded completion; the office can print the certificate or retry delivery.
Acceptable use
- Use PASS only for its intended service and your authorized duties.
- Do not impersonate another applicant or staff member, guess other people’s codes, bypass access controls or access records without authority.
- Do not upload executable files, harmful content or unrelated personal information.
- Do not disrupt the service, automate abusive requests or copy private records for unrelated purposes.
- Respect office staff and protect records shared during the service.
Suspected misuse may be referred to authorized personnel for review. Reasonable protective access restrictions may be used, without removing lawful rights to request assistance or review.
Privacy and service communications
The Privacy Policy explains what PASS collects and how information is handled. Email messages are used for verification, application confirmation and certificates. Check your inbox and spam folder, and tell the office if your registered address becomes inaccessible.
Partner recognition and public statistics do not grant access to individual records. Public chart categories use grouped counts and suppress small groups. Do not attempt to identify individuals from aggregate information.
Availability and assistance
Internet connectivity, maintenance, browser support and email delivery can affect the online service. Do not assume a form has been submitted unless the system confirms it. Keep a copy of your QR card and contact the office if you receive an error or cannot recover your application.
Camera scanning may require HTTPS, a compatible browser and camera permission. Manual QR reference entry is available to office staff. Public chart data tables remain available when chart scripts cannot load. Ask the office about assisted access and other available service channels.
Nothing in these terms excludes responsibility or remedies that Philippine law does not allow to be excluded.
Records, content and disputes
Use official system materials and certificates only for their intended purpose. Partner names and logos remain associated with their respective organizations; their display does not create permission to use those marks commercially or imply access to personal records.
Questions and complaints should first be brought to the administering office using the Contact page. Privacy complaints may also be brought to the National Privacy Commission under its applicable procedures. Other disputes remain subject to Philippine law and the appropriate authorities and forums.
These terms may be updated as the service changes. The version shown here is dated October 10, 2026. Review any material changes before a new application.
