Your information deserves care.
Privacy Policy · What we collect, why we use it and how to exercise your rights.
Last updated: October 10, 2026Who handles your data
The Municipality of San Enrique, through the office administering PASS, determines the purposes and handling of the information collected for this service. The responsible service office is Provincial Population Office. For privacy requests, contact akosirobep@gmail.com or visit Municipality of San Enrique, Iloilo and ask to be referred to the designated Data Protection Officer.
This notice explains the current PASS workflow. It follows the principles of transparency, legitimate purpose and proportionality under Republic Act No. 10173, the Data Privacy Act of 2012, and its Implementing Rules and Regulations.
Information collected
PASS collects the registered email address; contact numbers; both applicants’ names, birth dates, age, civil status, residential and intended addresses, education, occupation, income and religion; living-together information; family planning expectations and responses; a couple photo where provided; privacy acknowledgment; appointment details; attendance and counseling completion; and certificate information.
Several of these fields, including age, marital status, religion, education and information concerning health or sexual life, may be sensitive personal information under Philippine law. Provide information accurately and avoid adding unrelated sensitive details in free-text fields.
The system also keeps verification and session information, draft data, a random QR reference and email delivery status. The hosting environment may keep technical security logs such as request times and IP addresses.
Why information is used
- Verify your email and allow you to resume a saved application.
- Prepare the couple profile and review information needed for counseling.
- Reserve an available session and send submission confirmation.
- Identify the application during office check-in and record completion.
- Generate, print and email a counseling certificate.
- Maintain service records and show grouped public statistics.
PASS is not designed for advertising, commercial profiling or selling applicant information. The automated workflow reserves slots and sends service messages; an authorized officer records counseling completion.
Lawful basis and acknowledgment
The office must identify the applicable lawful basis for each processing activity. Ordinary personal information may be processed on grounds permitted by Section 12 of the Data Privacy Act; sensitive information must meet a permitted condition under Section 13. Where consent is relied upon, it must be informed, specific and freely given. A general acceptance of website terms is not a substitute for a valid basis for sensitive-data processing.
Before submitting, review this notice with the other applicant and make sure you are authorized to encode their details. Contact the office if either applicant needs clarification or an alternative way to provide information. Withdrawal of consent does not automatically erase records that must lawfully be retained.
Retention and disposal
Saved drafts remain available for resumption until managed by the office. Submitted applications, attendance records and certificates form part of the office’s service records. They should be retained only for their lawful service, accountability and records-management purposes, following the approved retention schedule and applicable government records rules.
PASS does not automatically delete drafts after a fixed period. The office should publish its approved retention periods and implement disposal procedures for live records, backups and technical logs. Ask the office which period applies to your record. A request for deletion is assessed against any legal retention obligation.
Security, cookies and QR references
Email verification codes expire after ten minutes, have a five-attempt limit and a one-minute resend interval. Verified applicant sessions expire after two hours. Session cookies keep you signed in and help protect requests. New workflow pages use prepared database queries and anti-forgery tokens. These measures reduce risk but do not eliminate all security risks.
Use a trusted device, sign out after use and do not share your email codes or QR reference. A QR lookup on the office page requires an authenticated staff account. The reference contains a random token rather than your names or addresses.
Some interface assets are loaded from third-party content-delivery services, which may receive technical request information. The office camera scanner asks for camera access when activated. This workflow uses the camera to read a QR code and does not store a camera recording. Report suspected unauthorized access promptly.
Your rights and requests
Subject to applicable conditions and exceptions, you may request information about processing, access to your data, correction, objection, erasure or blocking, and portability where applicable. You may seek damages and file a complaint concerning a privacy violation with the National Privacy Commission. These rights are not waived by using PASS.
Send your request to the office contact listed above. Describe the record or concern and provide only the minimum information needed to identify it. The office may verify your identity and authority before disclosing or changing a record. Submitted applications are locked for self-service editing, but you may still request an office correction. Ask for the reason if a request cannot be fully granted.
Updates and official resources
This notice may be updated when the service, recipients or processing purposes change. Material changes should be communicated before a materially different use of your data. The version shown here is dated October 10, 2026.
Optional system feedback
Before final submission, you may rate your experience using PASS, leave comments, and optionally provide your name, device type or technical difficulties. You may skip feedback without affecting your application. Responses are stored separately without an application ID or registered email and are reviewed by authorized office staff to improve the service. Avoid including passwords, OTPs or sensitive personal details. A supplied name or identifying comment can identify you. Admin charts summarize submitted responses; skipped forms are excluded.
